CONCORD, N.C. — The Concord City Council meets Thursday, October 8 at 6:00 PM at City Hall. Here's what's on the agenda:
- Academy Gibson Park construction contract. Council will consider hiring J.D. Goodrum Company for up to $4,012,858 to build the bond-funded park at Kerr Street NW and Cedar Drive NW, just south of Clear Water Studios. It would include a skatepark, pump track, restroom building, shelter, parking lot, art walls and shade sails. The contract plus one-time purchases would run about $271,929 over the budget for this phase.
- Pet waste rules for Center City. A proposed ordinance would let the city cite people who fail to clean up pet waste on private or public property, including sidewalks, in the Center City zoning district. Officials point to more pet traffic and complaints as downtown housing has grown.
- New fats, oil and grease program rules. Council will consider adding City Code Section 62-193, which would write fats, oil and grease requirements into the code. Staff say it would clarify rules for owners and support inspections and enforcement.
- Thirty-two new police vehicles. The consent agenda includes buying 32 replacement Concord Police vehicles, five Chevrolet Tahoes and 27 Ford Police Interceptors, for no more than about $1.49 million. Funding is already in the FY2027 budget.
- $326,000 grant for emergency operations center. Council will consider accepting a state-administered FEMA grant covering 75% of the estimated $434,667 cost to renovate the Emergency Operations Center in the new Concord Communications Center. The city's $108,667 share would come from debt to be issued later this year.
- Housing repair funds and $512,393 HUD grant. Council will consider adding $100,000 to the HVAC contract and $75,000 to the plumbing contract for public housing repairs, citing deferred maintenance and aging systems. It will also consider accepting a $512,393 HUD Capital Fund grant for upgrades such as HVAC, plumbing and roofs. Separately, the returned-payment fee for public housing tenants would rise from $25 to $30 on October 9.
