CABARRUS COUNTY, N.C. — Cabarrus County voters will decide Nov. 3 whether to approve a $60 million community college bond to expand Rowan-Cabarrus Community College's South Campus in Concord.
About $52.5 million would pay for a new Workforce Innovation Center of roughly 70,000 square feet. The other $7.5 million would renovate Building S201, the first building on the campus, which opened in 1990. The plans call for flexible classrooms, workforce labs, interview and recruiting space, and support for small businesses and apprenticeships.
The college says demand is outpacing growth. Enrollment from Cabarrus County has risen 27.7% since 2020, while the county's population grew 10.6%. The Board of Trustees unanimously passed a resolution backing the bond.
The estimated tax impact is about $7.50 a year for every $100,000 of assessed property value once the full amount is borrowed. The college says the cost would phase in over time as debt is issued. Residents can estimate their own cost with the county's online bond impact calculator at gobondcalculator.cabarruscounty.us.
The college bought the land in 2018 and received design funding in 2025. If voters approve, the project would move to construction without delay. "The Board's resolution demonstrates its support for ensuring Rowan-Cabarrus has the capacity and resources needed to continue serving Cabarrus County well into the future," said Board of Trustees Chair Cynthia Mynatt.
This is a separate question from a $340 million bond for Cabarrus County Schools and Kannapolis City Schools. Voters will decide each one on its own.
The county held an information session Tuesday, Oct. 13, at the Swanee Theatre in Kannapolis. Another is scheduled from 6 to 7 p.m. Monday, Oct. 26, at the Harrisburg Library Branch. More details are at rccc.edu/cabarrusbond.
