KANNAPOLIS, N.C. — The Kannapolis City Council meets Monday, October 12 at 6:00 PM. Here's what's on the agenda:
- Voluntary annexation at W C Street. The council will consider bringing about 2.18 acres at W C Street into the city (case A-2026-10). The agenda calls the property non-contiguous, meaning it doesn't directly touch the current city limits. The item is on the consent agenda, where items are usually voted on together.
- Monthly sewer capacity report. City staff say about 946,000 gallons per day of non-restricted sewer capacity is held in reserve. Roughly 280,000 gallons per day would be left for allocation after 2027. No new capacity came from the regional utility (WSACC) this month, but a proposed 58,284-gallon release is under review.
- Possible new northwest elementary school needs sewer. Cabarrus County Schools told the city it is considering a new elementary school in the northwest service area. It would likely need 10,000 to 15,000 gallons per day of the 2027 sewer allocation. The old Sudbury Road subdivision was dropped from the waitlist to make room for it.
- Several business projects awaiting development agreements. Sewer capacity is set aside for Sona Mixed Use (40,950 gallons per day), Vertical Climbing and Fitness (12,748), Trackhouse Racing (5,500) and Kellswater Plaza (4,700). Each still needs a development agreement. A commercial project at Highway 73 and Odell School Road is also nearing submission of one.
- Staff plan sewer reserve shifts for two projects. Staff are preparing to move up to 12,500 gallons per day to the Wyrick property, a project the city had previously committed to. They also plan to ask the council to amend the allocation list to restore Concrescere Business Park to 42,000 gallons per day. Staff say neither move reduces the post-2027 total.
- Cabarrus and Rowan economic development groups present. The two economic development corporations will give the council an overview of their work. It covers recruiting employers, supporting existing businesses, and why Kannapolis needs ready buildings and sites to compete for projects. The council makes the final decisions on zoning and incentives.
